Social policy analysis
In this assessment task you will use a policy analysis framework
(McClelland and Marston, 2014) to analyse an important social
policy reform: Welfare to Work. You will learn about this policy
analysis framework in Module 2 of this unit.
It is now over ten years since the Howard Government
announced Welfare to Work in the 2005 Commonwealth
Budget. The policy aimed to increase workforce participation
and the measures targeted principal carer parents, people with
disabilities, mature age job seekers and the very long-term
unemployed. For this assessment task, you will focus on the
policy reforms in terms of principal carer parents (income
support recipients who are the primary, often sole, carers of
children – ‘single parents’).
